Review of actual status and design of boiler, air and fuel systems;
Design of Primary measures modifications to reduce the level of normalized NOx emission below 180 mg/Nm3 (normalized at 6 % O2);
Production and issue of manufacturing and assembly drawings in accordance with EU and Bulgarian standards and regulations and issuing of O&M manuals for all affected equipments;
Supervision of manufacturing and erection of all designed modifications;
Commissioning and performance testing;
Production and issue of as built drawings;
Option for manufacturing of all designed modifications;
Option for erection of all designed modifications;
Option for design of modification for other 3 boilers in ContourGlobal Maritsa East 3 Power Plant;
The boilers are fed with lignite with calorific value between 1 400 and 1 750 kcal/kg;
Each boiler feeds a 227 MW turbine;
Option for manufacture of all designed modifications for the remaining 3 boilers;
Option for erection of all designed modifications for the remaining 3 boilers.

Условия за участие
Годност за упражняване на професионалната дейност:

1. Document for the registration of participants - legal entity. Certificate for current court registration of legal persons and sole traders based in Bulgaria and the respective equivalent in certified translation of foreign entities;

2. Declaration for absence of circumstances under Article 47, paragraph 1, 2 and 5 of the Public Procurement Law. In the event of circumstances under Article 47, paragraph 2 of the Public Procurement Law, participants are excluded from participation.

Икономическо и финансово състояние:

1. Annual financial statements or any of its component parts for 2008, 2009, 20010, and 2011 –to date, where publication is required by the laws of the country, in which the candidate is established - / a copy certified by "true with the original". /;

2. Information on the total turnover and turnover from activities related to the subject of the tender for the period 2008- 2011 to date, depending on the date, on which the participant is established or started trading: minimum turnover from activities related to the subject of the contract for the period 2008 - 2011 to date is EUR 8 million;

3. Reference from banks or copies of insurance for professional liability.

Технически и професионални способности:

1. Application for participation. List of documents contained in the application;

2. Short presentation of the company;

3. List of major contracts completed during the last five years, including the place of performance, values and Contracting Authorities;

4. References for activities performed related to the subject of the tender as follows:

— At least one reference for successfully carried out modification of lignite fired boiler for reduction of level of NOx emissions by primary measures below the 200mg / Nm3 (normalized at 6 % O2) feeding power turbine with a capacity greater than 200MW,

— At least 5 references for successfully carried out modification of boilers (in different power plants) by primary measures for reduction of NOx emission levels below 200mg / Nm3 (normalized at 6 % O2) in addition to the reference required in the preceding paragraph,

— At least 2 references for successful modifications of boilers in power plants on the territory of the European Union to demonstrate knowledge of European standards and regulations,

— At least 2 references must be for activities performed during the last 5 years,

— At least 1 reference demonstrating the candidate's ability to perform detailed design of Combustion Technology Engineering;

5. Certificate under Quality Management System under ISO 9001;

6. Document certifying the purchasing of the documentation by the participant. The price of the documentation is 240 Euro incl. VAT;

7. Document certifying the deposit of a participation guarantee;

8. Declaration regarding the use of subcontractors.

The lack of submission of any of the above listed documents is a basis for disqualification from the tender.

As per payment schedule defined in the contract that will provide payment for achievement of agreed milestones. Payment shall be made within 60 days after submission of invoice and bilaterally signed acceptance protocol, bank transfer method of payment.

Други особени условия:

Award of options is after written notification by the Contracting Authority. The deadline for execution of each option will be defined in the contract, the deadline for completion of design of modifications, production, erection, and commissioning of all 4 Units is to be completed by 31.8.2015.
