IGB pipeline shall connect Komotini (Greece) and Stara Zagora (Bulgaria).
Length: approx. 168,5 km.
Diameter: 28” (subject to confirmation).
Design code: EN 1594 and applicable national law.
The linepipe shall be manufactured and tested in accordance with Contracting Entity’s project specifications which will be issued with the invitation.

1) Candidates shall be obliged to send their signed and stamped requests to participate to the indicated address of the Contracting Entity in the following form: 2 originals and 2 identical copies and 2 CD’s; 2) The Contracting Entity reserves the right not to invite the candidates who do not comply with all requirements under point III.2 to tender; 3) Until expiry of the deadline for submission of requests to participate, each candidate can amend or supplement his submission; 4) Written questions from the candidates in relation to the current contract notice can be sent to the indicated contact points - at the latest 10 calendar days before the deadline for submission of requests to participate; 5) European Energy Programme for Recovery of the EU will co-finance part of the current assignment. 6) The duration given in II.3) is indicative. The duration is applicable as from the notice by the Contracting Entity to launch production. A detailed time schedule will be provided with the invitation. 7) Delivery of a first quantity will be required within approximately 3 months from the notice by the Contracting Entity to launch production. 8) There is no specification or additional document at this stage. Instructions will be issued to candidates who are selected for invitation to tender.

Candidates, including each member of a grouping, are required to submit the following:
a) original (or notarized copy) of a certificate of current corporate registration (certificate of good standing) indicating the current legal status and representation of the candidate issued by the relevant competent authority of the country of incorporation. If the certificate is issued in a language different from English, a certified translation in the English language shall be required

b) power of attorney of the person signing the request to participate (original, certified by a notary) – such document shall be submitted when the request (as well as other documents therein) have not been signed by the person/s representing the company as per the certificate of current corporate registration, but by a dully authorised representative;

c) declaration on behalf of the candidate that:
i) It has not been convicted for anything related to its professional integrity and behaviour.
ii) It has not committed a serious professional misdeed.
iii) It is not in a state of bankruptcy, under liquidation, obligatory management, compromise, or any other similar situation resulting from a similar procedure and that no procedure has been instigated against the economic operator for declaration in bankruptcy, obligatory management, compromise or any other similar situation or resulting from any other similar procedure.

d) list of sub-contractors if such are envisaged, along with the share of their participation in the execution of the assignment.
The Contracting Entity reserves the right to exclude from invitation any candidate that it reasonably considers has or may have a conflict of interest with the objectives of the Contracting Entity and/or the IGB project.
Economic operators that are governed by the law of a third country (non member state) may participate provided that the EU has signed multilateral or bilateral agreements that assure a corresponding and essential access of member state undertakings in the markets of the said third countries.

Икономическо и финансово състояние:
The candidate, including each member of a grouping, shall provide as evidence of its sound financial and economic standing:
The annual financial statement (certified copy) or one of its constituent parts (for the last completed financial year) when its publication is required by the legislation of the country of incorporation;
Candidates shall demonstrate financial management capabilities required for funding the supply.
Технически и професионални способности:
Candidates are requested to supply track records for line pipe within similar quality, diameter and wall thickness ranges and in similar project conditions. The following information shall be submitted as a minimum:
— Project name, year and location,
— Line pipe grade, diameter, wall thickness and pipeline length.
Candidates are requested to indicate the following:
— production capacity for the respective diameter and wall thicknesses,
— estimated time required to produce the pipeline length line pipe,
— accreditation for production of line pipe to recognized standards.
Candidates who cannot as a minimum satisfy the following shall be excluded from invitation:
(i) demonstrate capability and track record for production of coated line pipe of diameter at least 28” and wall thicknesses in the range of at least 8,7 mm or higher.
(ii) suitable certification to ISO9000 or equivalent
(iii) possession of current licence to produce pipe to the standard which will be specified as a result of the ongoing design.
Candidates who satisfy the above will be further required to prove their capability to produce the supply in accordance with the final project specifications which will result from the ongoing design and which shall be issued together with the invitation.

Candidates may be either a legal entity or a grouping of them. If the contract is awarded to a grouping of legal and/or physical persons, a legal form will be required by the grouping.
Legal formation will be required prior to contract signature, but is not required for this call for participation or the subsequent negotiation.
The grouping shall submit proof in written form that agreement within the grouping has been reached in relation to participation in the present procedure.
In the case of a grouping, members of the grouping would have joint and several liability towards the Contracting Entity concerning participation in both the selection procedure and any contract that may be awarded as a result of it.
Reputable, widely recognized and suitably accredited suppliers are sought.
