The contracting authority is open for tenderers who do not offer complete systems to use sub-suppliers or enter into partnership to offer the best solution to Bærum municipality. The contracting authority will enter into a contract with an operational supplier. Bærum municipality is one of Norway's largest municipalities. Both inhabitants and employees have high expectations for the municipality ́s IT systems, both in regard to response, availability, information security, cost efficiency as well as the ability to introduce new functions quickly and efficiently. According to Bærum municipality ́s digitalisation strategy, the municipality ́s employees and inhabitants shall experience "One Bærum - digital first choice" via, among other things, access to best and correct practices in service deliveries, access to process support and technology to simplify our own everyday lives and get a better tool for interaction, case processing and service production. Bærum municipality has updated its hybrid computer centres in recent years. The aim of this competition is to enter into a contract with a tenderer to ensure a new operational partner for the operation of the Contracting Authority ́s own data centres, including backup system(s) and virtual network/infrastructure with the use of the Contracting Authority ́s premises, infrastructure, software and equipment. The procurement also includes options. The current agreement with the operational supplier of Bærum municipality ́s computer centres ceases in the first quarter of 2025. A change of operational supplier to a new operational partner for data centres shall preferably occur without the experienced downtime for the users (employees, inhabitants and businesses) of the municipal applications and associated data, combined with the lowest possible implementation risk, given the limited time at our disposal. The contract ́s extent the Contracting Authority ́s unit for IT Operations is currently responsible for running the municipality ́s computer centres. The operation of the system is currently done by an external supplier. There is a need to procure a new operational supplier for IT operational services for the contracting authority ́s data centres with storage and network/infrastructure. The procurement is divided into the following main areas: Part A: Operation of the Customer ́s system Assistance with operation of the customer ́s data centres (platform) including back-up system at the customer ́s locations, with the use of the customer ́s system*VirtualizationServers (servers)Storage (storage)Disaster Recovery at the customer ́s locations with the use of InfrastructureBackup serversFysian and virtual network Establishment project: Establishment and production of the Customer ́s existing data centres with the new supplier. Including defining and establishing all related interface/processes/procedures/quality assurance etc. between the Tenderer and Customer Training and documentation of what shall be provided by IT operational services for operation of the Contracting Authority ́s data centres (platform) and Disaster RecoveryService and maintenance for the operation of the Customer ́s system under part AUser support and support - beyond the two lines on IT operational services under part A*Extent for assistance operation under Part A of the customer ́s data centres (assistance) is estimated to be 1 man-labour years in the contract period. Part B: Options for IT operational services. backup system, network/infrastructure including prevent and proactive assist with the development of the operational system Within: Expanded operational assistance for the Contracting Authority ́s own data centre services including backup servicesVirtuelle network in data centreSFysian core network, Functionality distribution network - based on Cisco (Distro node) MPLSMulticastFysian access – based on Cisco (excluding locations that schools, nursing homes etc.) ISE (Centralised identification, monitoring and management of machines) Cisco Catalyst Center Assistance for security related products - AV on servers and client, firewall and micro segmentation, SIEM Procurement of up to 2-5 man-labour years per year in the contract period. Part C: Other options Assistance for gradual phasing out and/or changes to parts of the data centres (the platform) (e.g. Some equipment can have a "end of support" in the contract period, assistance with a gradual transition to the digital platform (cloud) through the contract period Assistance for moving the data centre location 2 by 2028 (start planning in 2024)Assistance operation and/or IT operational services of intermunicipal services, Assistance management projects for operation Assistance monitoring 24/7/365 Options above. Under Part C, competition will be assessed before any call-offs for option(s). Procurement of up to 2500 - 3,500 hours per year in the contract period for all options under Part C. The contracting authority will be responsible for facilitating network equipment and good infrastructure. Equipment and/or software for this Agreement shall, as a main rule, not be procured. We currently have equipment contracts with actors.

The date must be clearly stated. • Companies without a satisfactory credit rating, newly established companies with a credit rating of AN, some foreign companies or companies without any reporting obligation to the Brønnøysund Register Centre, will not always be able to document that the requirement is fulfilled. In such cases, they will be able to compensate with a satisfactory credit rating which provides an equivalent security for implementation ability. Such alternative documentation shall be included with the tender. If the tenderer has valid reasons for not submitting the documentation requested by the contracting authority, the tenderer can prove his economic and financial position with any other document that the Contracting Authority deems suitable.
