Design appraisal and verification services for certification of the interconnector Greece – Bulgaria gas pipeline (IGB – project)

The contract shall cover the appraisal of the Front End Engineering Design (FEED) output for IGB Project and verification of its compliance with selected codes and standards and project specifications. It is noted that the requested services are intended as a step in a certification process for the IGB-Project. Inspection and construction surveillance may be sought later for the execution phase. This would be the subject of a separate competitive procurement at a later stage.
The services cover the appraisal and verification of the Front End Engineering Design (FEED). The Services have to be carried out continuously along FEED, promptly notifying Contracting Entity of any key findings. The appraisal and verification services indicatively include but are not limited to:
— review and appraisal of the design key aspects, in particular those aspects that impact asset safety and integrity, technical operability, process control and HSE,
— verification that the design complies with appropriate codes and standards for the project,
— verification of the processes and work systems to ensure that appropriate and validated methodologies and data are used in the design,
— verification that HSE risks for the Project are addressed by qualified FEED staff using appropriately selected systems and methodologies that comply with recognized standards, and verification of risk assessments including witnessing of HAZID / HAZOP sessions,
— generation of queries and non-conformances aimed at promoting improvement and the incorporation of up to date and sound industry and engineering practice,
— verification of the compliance of the inspection regime for materials, equipment and works (to be developed by the FEED Engineer) with applicable codes, standards and specifications.

1) It is anticipated that the Services will be provided intermittently over an indicative and approximate period of 12 months. 2) The Contracting Entity reserves the right not to select the Candidates who do not comply with all requirements under point III.2 to be invited to negotiate. 3) Candidates who are selected to negotiate will be subsequently required to indicate the names and professional qualifications of the specific staff responsible for the services. These details are not required for selection of candidates at this stage but candidates must demonstrate access to staff meeting the minimum requirements for selection. 4) Until expiry of the deadline for submission of requests to participate, each Candidate can amend or supplement his submission. 5) Written questions from the candidates in relation to the current Contract Notice can be sent to the indicated.contact points, at the latest ten (10) calendar days before the deadline for the submission of requests to participate. 6) Candidates shall submit the requested information in 1 original, 3copies and 3CDs (which shall include ALL the information provided in hard copy) to the postal address of the Contracting Entity, referred in the Section I.1).

Economic operators shall be reputable, widely recognized and suitably accredited independent certification bodies conforming to the European standards series concerning certification. It is anticipated that they will be fully accredited members of the International Association of Classification Societies.

Candidates are required to submit the following:

— registration Document in compliance with the Law of the country where the base or a legally operating department of the economic operator is established,

— details of accreditation relevant to the Services,

— appointment of person authorized to represent the Candidate and declaration of acceptance of the appointment by the appointee,

— full contact details of the authorized representative,

— In the case of a group of economic operators, declaration from all the economic operators that they agree to participate. The statement shall indicate the aspect of the Services that each economic operator would intend to undertake,

— declarations for each economic operator that.

i) It has not been convicted for anything related to its professional integrity and behaviour.

ii) It has not committed a serious professional misdeed.

iii) It is not in a state of bankruptcy, under liquidation, obligatory management, compromise, or any other similar situation resulting from a similar procedure and that no procedure has been instigated against the economic operator for declaration in bankruptcy, obligatory management, compromise or any other similar situation or resulting from any other similar procedure.

The Contracting Entity reserves the right to exclude any Candidate that it reasonably considers has or may have a conflict of interest with the objectives of the Contracting Entity and/or the IGB Project.

Economic Operators that are governed by the law of a Third Country (i.e. Non EU Member State) may participate, provided that the E.U. has signed multilateral or bilateral agreements that assure a corresponding and essential access of Member State undertakings in the markets of the said Third Country.

Candidates, or each economic operator of the JV/Consortium, shall submit audited annual accounts for the past 3 financial years and shall demonstrate financial management capabilities required for funding the services.

Технически и професионални способности:

Candidates who are selected to participate shall have extensive experience in undertaking Services of the requested nature and of subsequent certification for major projects that include onshore gas pipelines equal or greater than 20”, border metering stations, metering & regulation stations, telecommunication systems etc. This experience shall cover the principal codes and standards applicable to such infrastructure.

Any Candidate that has not undertaken Services of comparable scale, nature, technical scope and complexity over the last ten years and has not certified a comparable project shall not be selected to participate. Candidates shall not rely on the track record of other entities.

Candidates who are selected to participate shall routinely and regularly perform services of the same nature as those to be procured and shall be widely recognized as reputable providers of such services and of certification services.

Candidates are required to submit the following:

— complete, meaningful profile(s) and track record(s) of the economic operator(s),

— demonstration of a detailed knowledge of the fundamental design principles and safety philosophy applicable to the Project, and their relevance to the design, construction, installation and operation phases of the Project,

— demonstration of a detailed knowledge of relevant codes and standards that are applicable to a project of a like nature to the IGB Project,

— demonstration of experience and relevant services concerning the design, construction, installation and operation of onshore pipelines with diameter equal or greater than 20”, providing project name, location, scope, description, project value and contactable client references,

— demonstration of appropriate systems and methodologies,

— demonstration of access to appropriate staff.

For selected Candidates, the ability to offer professionally qualified personnel and appropriate systems, methodologies and accreditation will be part of the evaluation and selection criteria.

The Services of a reputable, widely recognized and suitably accredited independent certification body/ies are sought.

Candidates may be either individual company or grouping of companies.

If the contract is awarded to a grouping of economic operators, the legal form required by the grouping shall be:

— a Joint Venture of economic operators or,

— a Consortium of economic operators.

The legal formation will be required prior to any award but is not required for this call for participation or the subsequent negotiation. Candidates shall however be required to demonstrate agreements to legally form any proposed grouping of economic operators, during the submission to the Contract Notice.

Joint Ventures and Consortia shall nominate an economic operator as Leader.
